The City Council approved the new regulation that provides clear guidelines on how to dispose of and dispose of waste.
The document updates the regulations in force since 2016, incorporating the experience gained over eight years of door-to-door collection, with the ultimate goal of improving both the overall percentage and quality of waste sorting.

"Most of our citizens already properly separate their waste," said Mayor Peppe Cassì. "With this new regulation, we want to take this a step further. Our goal, in synergy with the new tender specifications, is to introduce pay-as-you-throw pricing: a fair system that will charge users based on the amount of unsorted waste they actually produce, thus rewarding those who separate waste properly on their bills. In the meantime, virtuous citizens will continue to be able to take advantage of the points system at Municipal Collection Centers to lower their TARI (waste tax)."

Gianni Giuffrida , Deputy Mayor for the Environment, outlined the document's new operational features , emphasizing the importance of balancing oversight and collaboration: "This regulation includes penalties, which are not purely punitive but serve as a necessary deterrent to protect the vast majority of citizens who comply with the rules. We have also introduced advance warning methods for users, such as condominiums: in the event of a first incorrect disposal, the waste will not be collected and the error will be reported, allowing the user to comply and avoid the penalty by correctly re-displaying the waste. Furthermore, thanks to the new information campaign underway and the new contract, we will physically visit residents' homes to deliver the bins. This will allow us to calibrate the container capacity based on the amount of waste produced by users and to record house numbers, actively combating street litter."

The new regulation introduces specific guidelines for urban cleanliness and daily waste disposal. Among the key points:

• Bin Positioning: Condominium containers must be placed inside private property. If there are proven architectural impediments, they may be placed outside, but special bin covers must be used to ensure correct positioning, protect decorum in the interests of the condominium owners themselves, and discourage unauthorized dumping by third parties.

• Shopkeepers and Markets: Cleaning of wheeled bins will be the responsibility of condominiums and shopkeepers. Shopkeepers will be required to keep a ten-meter area around their premises clean. For markets, after the event, shopkeepers will be required to collect waste from their areas and dispose of it in the containers specifically placed by the designated company.

• Combating Street Litter: Improper use of small public street bins, intended exclusively for pedestrians' small waste and not for the disposal of full garbage bags, will be penalized. Household bins may only be put out the day before collection.

• Municipal Collection Centers (CCR): Disposals at CCRs are regulated, with precise instructions for operators. The introduction of mobile CCRs, inspected by operators according to a schedule established by the new specifications, is planned. The Administration also reassures its commitment to structural upgrades at CCRs, such as the facility on Via Paestum, where construction work has been partially phased out to ensure a minimum level of service and prevent a complete closure.

The regulation provides clear definitions of the various types of refusal to guide citizens and avoid uncertainty during domestic separation.
